Model Rules

admission to study in educational institutions that implement

technical and vocational education programs

of education

1. General Provisions

1. These Model Rules for admission to studies in educational organizations implementing educational programs of technical and vocational education (hereinafter referred to as the Rules) establish the procedure for admission to studies in educational organizations implementing educational programs of technical and vocational education (hereinafter referred to as educational organizations) in accordance with Law of the Republic of Kazakhstan dated July 27, 2007 "On Education" (hereinafter - the Law).

2. The organization of education accepts citizens of the Republic of Kazakhstan, foreign citizens and stateless persons who have basic secondary (basic general), general secondary (general secondary), technical and professional (primary vocational and secondary vocational), post-secondary, higher (higher vocational) education.

3. Upon admission to study at an educational organization, an admission quota is provided for persons defined by paragraph 8 of Article 26 of the Law.

4. For those with technical and vocational, post-secondary, higher education, the form of entrance examinations is established by the organization of education.

5. In educational institutions for admission of applications for training, entrance examinations and enrollment in the composition of students by heads of educational organizations, a selection committee is created, which begins its work no later than June 1.

The composition of the selection committee includes the chairman, executive secretary, members of the selection committee.

6. The issues of organizing the work of the selection committees of the organization of education for the reception of persons for on-site training in the regions shall be decided in agreement with the authorized body of the relevant field.

7. Information on the results of enrollment is communicated to applicants for full-time education on August 30, for evening and extramural studies on September 30 by admission

committees by placing on information boards or on the Internet resources of the educational organization.

8. Acceptance of applications of persons for training in educational organizations is carried out:

1) for educational programs of technical and vocational education, providing training for mid-level specialists, for full-time education from June 20 to August 20, for evening and extramural education from June 20 to September 20, for specialties in art and culture from June 20 to 20 July;

2) on educational programs of technical and vocational education, which envisage the training of personnel in mass professions and more complex (related) professions - from June 20 to August 20, for evening education - from June 20 to September 20.

9. The applicants enclose the original document of education, medical certificate on Form No. 086-U with the application of fluoroscopy (for persons with disabilities of Group I and II and persons with disabilities from childhood, the conclusion of a medical and social examination), 4 photographs 3x4.

The identity documents of the applicant are presented personally, by parents or legal representatives.

Foreigners and stateless persons submit a document determining their status, with a note of registration by place of residence:

1) foreigner - alien's residence permit in the Republic of Kazakhstan;

2) stateless person - certificate of stateless person;

3) refugee - refugee certificate;

4) asylum seeker - certificate of asylum seeker;

5) oralman - certificate of oralman.

Applications from applicants are registered in the registration logs of the educational organization by forms of study.

Persons who have provided a certificate of comprehensive testing (graduates of past years who participated in integrated testing in the current year to enter higher education institutions) or a certificate of UNT results (graduates of the current year who participated in the unified national testing) are exempt from entrance exams and are allowed to enter according to the conditions specified in paragraph 15 of this Regulation.

10. Entrance examinations for applicants for educational programs of technical and vocational education, providing training for mid-level specialists, and having:

1) general secondary education is conducted in three subjects (Kazakh or Russian, history of Kazakhstan and subject in the specialty profile);

2) basic secondary education - in two subjects in the volume of general educational curricula of basic secondary education (Kazakh or Russian language and the subject of the specialty profile);

3) technical and vocational, post-secondary, higher education that does not correspond to the profile of the specialty, are held in the core subject of the specialty;

4) technical and vocational, post-secondary, higher education, corresponding to the profile of the specialty, are conducted in the form of an interview.

Entrance examinations for applicants for educational programs of technical and vocational education, providing training for mass professions and more complex (related) professions, are conducted in the form of an interview.

Entrance examinations in educational organizations are held in Kazakh or Russian languages according to the applications of applicants.

The list of general educational subjects by specialty of technical and vocational education is determined in accordance with the Appendix to these Rules.

3. Enrollment in the students

15. Enrollment of persons to study in educational organizations, is carried out according to the applications of persons on a competitive basis.

The competition is held: on the basis of UNT certificate points; on the basis of certificates issued on the basis of the results of entrance examinations conducted in the form of comprehensive testing for admission to universities of the Republic of Kazakhstan; on the basis of points (grades) obtained on the basis of the results of entrance examinations in subjects or in the form of testing conducted by an educational organization.

During the competition for enrollment, the sum of points from three subjects is taken into account in accordance with clause 12 of these Rules, indicated in the UNT certificates or comprehensive testing.

Not allowed to participate in the competition for enrollment in the composition of students enrolled:

1) less than 20 points from two subjects, for those with basic general education, in the field of education, law, economics, medicine and pharmaceuticals less than 25 points;

2) less than 30 points out of three subjects, for those with a general secondary education, in the field of education, law, economics, medicine and pharmaceuticals less than 35 points.

The conditions of the competition must guarantee the observance of the rights to education and ensure the enrollment of citizens of the most capable and prepared for development of educational programs of technical and vocational education.

Enrollment in the composition of students on educational programs of technical and vocational education, involving the training of mid-level specialists, is carried out:

Enrollment in students of educational programs of technical and vocational education, providing training for mass professions and more complex (related) professions, is held from 25 to 30 August on the basis of the selection, taking into account the estimates for core subjects specified in the educational documents of basic secondary or general secondary education, interview results. The selection conditions are determined by the organization of education.

16. Enrollment in the organization of education is carried out at an open meeting of the selection committee separately by professions and specialties.

State Service Standard

"Acceptance of documents in the organization of technical and

professional, post-secondary education "

1. General Provisions

State service "Reception of documents in the organization of technical and vocational, post-secondary education" (hereinafter - the public service).

The state service standard was developed by the Ministry of Education and Science of the Republic of Kazakhstan (hereinafter - the Ministry).

The state service is provided by technical and vocational, post-secondary education organizations (hereinafter referred to as the service provider).

Acceptance of applications and issuance of the results of the provision of public services are carried out through the office of the service provider.

The procedure for the provision of public services

Terms of public service:

1) from the date of delivery of the package of documents to the service provider for service recipients who receive:

on full-time education - from June 20 to August 20;

for correspondence (evening) forms of education - from June 20 to September 20.

2) the maximum allowed waiting time for delivery of a package of documents by the recipient is 15 minutes;

3) the maximum allowed service time is 15 minutes. (the legislation does not provide for, the term is established on the basis of paragraph 6 of Article 26 of the Law of the Republic of Kazakhstan "On Education").

Form of rendering state services: paper.

The result of the provision of the state service is a receipt for the admission of documents to the educational institution of technical and vocational, post-secondary education in accordance with Appendix 1k of the state service standard.

The form of providing the result of the provision of public services: paper.

The state service is provided free of charge to individuals (hereinafter referred to as the service recipient).

The schedule of the service provider from Monday to Saturday, inclusive, with the exception of weekends and holidays, according to the labor legislation of the Republic of Kazakhstan, in accordance with the established schedule of service of the service provider from 9.00 to 18.30 hours, with a lunch break from 13.00 to 14.30 hours.

Pre-registration and expedited service are not provided.

The list of documents required for the provision of public services when the service recipient applies to the service provider: (not provided by law, the list of documents is formed on the basis of paragraph 6 of Art. 26 of the Law of the Republic of Kazakhstan "On Education").

1) an application for admission in any form;

2) the original document of education;

3) photos of 3x4 cm in the amount of 4 pieces;

4) medical certificate of the form 086-U with the application of fluoroscopy (for disabled persons І and II groups and disabled since childhood, the conclusion of medical and social expertise), approved by order of the acting. The Minister of Health of the Republic of Kazakhstan dated November 23, 2010 No. 907 (registered in the Register of state registration of regulatory legal acts under No. 6697);

5) certificate of unified national testing or comprehensive testing (if available);

6) an identity document (for identification).

The identity documents of the service recipient are presented personally or by legal representatives.

Service customers - foreigners and stateless persons, also submit a document defining their status, with a mark of registration by place of residence:

1) foreigner - alien's residence permit in the Republic of Kazakhstan;

2) stateless person - certificate of stateless person;

3) refugee - refugee certificate;

4) asylum seeker - certificate of asylum seeker;

5) oralman - certificate of oralman.

The service recipient is issued a receipt on the receipt of documents on the form, according to the annex to this standard of public services, indicating:

1) a list of documents submitted;

2) surname, name, patronymic (if available), position of the employee who accepted the documents, as well as his contact information.

The procedure for appealing decisions, actions (inaction)

service providers and / or their officials on the provision of

public services

Appeals against decisions, actions (inaction) of the service provider and (or) its officials regarding the provision of public services, the complaint is filed in writing to:

the head of the Ministry or his deputy at the address specified in paragraph 12 of this state service standard;

the head of the service provider, and also addressed to the head of the relevant local executive body of the city of republican significance and the capital, district (city of regional significance) (hereinafter - IOI) at the addresses indicated in paragraph 12 of this state service standard.

Confirmation of acceptance of the complaint is its registration (stamp, incoming number and date) in the office of the Ministry, the service provider with the name and initials of the person who accepted the complaint, the date and place of receipt of the response to the complaint.

The complaint of the service recipient on the provision of the state service, received by the Ministry, service provider, IOI is subject to consideration within five working days from the date of its registration.

In case of disagreement with the results of the provided state service, the service recipient may file a complaint with the authorized body for the assessment and control of the quality of the provision of public services.

The complaint of the service recipient received by the authorized body for the assessment and control of the quality of public services is subject to review within fifteen working days from the date of its registration.

In case of disagreement with the results of the provided state service, the service recipient has the right to appeal to the court in accordance with the procedure established by the legislation of the Republic of Kazakhstan.
