- GENERAL PROVISIONS
1. These Internal Regulations (further - “Rules”) are contaminated in accordance with the Constitution of the Republic of Kazakhstan, the Law of the Republic of Kazakhstan “On Education” dated July 27, 2007 No. 319-III (with changes and additions as of 05.19.2015), the State Program development of education of the Republic of Kazakhstan for 2011-2020.
1.2. In accordance with the Law of the Republic of Kazakhstan "On Education", the academic discipline in the GKKP "Almaty State College of Service and Technology" (further ASCST), is based on the conscious and conscientious students performing their academic duties and is a necessary condition for high quality education.
1.3. Observance of the strictest discipline is the first rule of every student of ASCST. Careful attitude to the property of the college, the implementation of the norms of the academic discipline are the responsibility of all students of the college.
1.4. Academic discipline provides methods as well as encouragement for exemplary behavior and successful learning. Disciplinary measures are applied to violators of discipline.
1.5. The internal regulations for students (further Rules) have the goal to promote students' upbringing, conscientious attitude to training, subsequent strengthening of the academic discipline, organization of studies on a scientific basis, rational use of study time, improvement of the quality of the educational process, and introduction of health-saving technologies into the educational process.
- PERSONAL RIGHTS
The student has the right to:
2.1. to receive education in accordance with state educational standards and the acquisition of knowledge corresponding to the modern level of development of science, technology and culture;
2.2 for training in the framework of state educational standards for individual curricula;
2.3 to participate in the discussion and resolution of major issues of the college, including through the Youth Council and the Council of Heads;
2.4 to use the library free (in accordance with the terms of library use) and information funds, sports and assembly halls of the college;
2.5 to switch from a paid form of education to a free one in the manner prescribed by current legislation;
2.6 on the transition from one college specialty to another in the prescribed manner;
2.7 for restoration in an educational institution in the prescribed manner;
2.8 to transfer to another educational institution in the manner established by the Law of the Republic of Kazakhstan “On Education”;
2.9 receive a scholarship in the manner prescribed by law;
2.10 receive from teachers the necessary consultations and additional explanations within the curriculum;
2.11 to receive certificates of the established sample;
2.12 retake items in the presence of valid reasons (illness, etc.);
2.13 take academic leave in the prescribed manner;
2.14 to require the administration to create conditions in the college that guarantee the protection of his health;
2.15 Express your opinion on the work of the school at meetings, conferences;
2.16 submit proposals for improving the work of the educational institution;
2.17 elect and be elected to self-government bodies;
2.18 to participate in labor not provided for in the educational program;
2.19 participate in activities not covered by the curriculum;
- RESPONSIBILITIES OF STUDENTS
Students:
3.1 to master the knowledge, to carry out in due time all types of tasks stipulated by the state compulsory education standards of the Republic of Kazakhstan and the curriculum, comply with the statute of the ASCST, internal regulations;
3.2 adequately and with honor to bear the name of the student ASCST;
3.3 take care of college property, nominal background, to compensate for the damage in the prescribed manner;
3.4. To give written explanations in the training part with the provision, if necessary, of supporting documents in case of non-compliance with the curriculum;
3.5 comply all orders and instructions of the school administration;
3.6 to be polite, respect teachers, staff, and other college students;
3.7 comply the requirements of college officials;
3.8 comply moral standards, both in the school and beyond;
3.9 protect the honor of the educational institution and comply the norms of corporate ethics;
3.10 to come to classes and be in school in business, neat, classic clothes:
3.11 not to use alcoholic and alcohol-containing drinks, narcotic and toxic substances;
3.12 to observe the rules of fire safety in an educational institution and to know the necessary order of evacuation from it in the event of a fire, natural or other disaster;
3.13 team instructors and team leaders;
3.14 to fulfill the requirements (within their competence) of the chairman and members of the youth council of the college and the monitor of the group;
3.15 to become a military account on reaching military age;
3.16 participate in the sanitary clean-ups held in the College by order of the administration and on duty.
3.17 required To go to city, district events, concerts, competitions, as this contributes to their intellectual and cultural development.
During classes, students are required to:
3.18 be in the audience at the call;
3.19 to enter after the call and leave the classroom only with the permission of the teacher;
3.20 to stand up to greet at the entrance to the audience of teachers, staff, director and his deputies;
3.20. Fulfill all the requirements of teachers regarding the educational process;
3.21 not to violate discipline, not to engage in extraneous matters;
3.22 get up when contacting a teacher or a teacher to him;
3.23 perform only the assigned work and use only the necessary tools, instruments, devices, mechanisms, etc. in offices, training workshops during the passage of educational practice. Strictly comply the safety regulations and the established mode of operation;
3.24 turn off mobile phones, players, voice recorders during studies, tests and exams, extracurricular activities.
Requirements for clothing and appearance of the student
Requirements for clothing of students are introduced in order to:
- the creation of a business-style clothing for students and a working atmosphere during the educational process;
- compliance sanitary and hygienic standards;
- fostering students of aesthetic taste, clothing culture;
- formation of a sense of corporate identity, respect for the traditions and specifics of the college.
- elimination of signs of social, property and religious differences between students;
- Preventing students of psychological discomfort in front of their peers.
The style of clothing is businesslike, classic. Students' clothes should always be neat, clean, ironed. Students should have their hair done or done neatly. Moderate makeup for girls. Carefully styled hair. Boys should be shaved.
Student form is divided into:
a) Parade uniform:
b) Casual form:
c) Sportswear.
- a) Parade uniform:
young men: white men's shirt with a tie; classic blazer and dark-colored trousers; shoes; ties.
girls: white blouse, jacket, skirt or classic trousers of dark colors, shoes (in warm weather - sandals), if necessary, national clothes.
b) Casual form:
young men: one-colored men's shirt (light color); jacket, non-fitting trousers of dark colors (dark blue, black), plain sweater, pullover; shoes (in warm time - sandals with closed toe);
girls: blouse, shirt (light color), pants, dark-colored skirt; jacket; sundress, appropriate to the business style, shoes (in warm time - sandals),
Any combination of the above items are possible, subject to the requirements for color and business style clothing.
c) Sportswear.
For physical education classes, students should wear a sports uniform consisting of the following: tracksuit, leotards or shorts, T-shirt, sports shoes.
The sports uniform is worn only for the lessons of physical culture and for the duration of sports events and competitions.
Strictly prohibited:
- it is strictly forbidden to wear clothes and attributes of various religious denominations (hijab, burqa, chador)
- everyday wearing of clothes and sports shoes;
- wearing miniskirts, tight pants, dresses, shorts;
- wearing transparent shirts, blouses with deep cuts and neckline;
- walk girls with flowing hair;
- to be in outerwear and headgear, in the classroom
If girls have trousers that fit the waist, buttocks are recommended to wear white (light) long shirts.
4. PRESENTATIONS AND PROMOTIONS
For the special success in the development of educational programs, in the active participation in the life of the school, city, regional, national and international events for students the following types of incentives are established:
4.1 verbal gratitude - is announced for a separate event in front of the group, deputy director of educational work, team leader;
4.2 gratitude - announced for a separate event upon the presentation of an authorized person;
4.3 removal of the existing penalty ahead of time - at the request of the deputy. director of educational work, team leader;
4.5 award of diploma - based on the presentation of an authorized person;
4.6 presentation of valuable gifts.
For violation of the Charter, the Internal Regulations of the College, the academic discipline, the untimely (according to the order) elimination of academic debt, disciplinary measures can be applied to students:
- remark (made by teacher, class teacher, college administration) - for being late for a lesson without good reason, loud conversation, noise in the corridor during classes, lack of preparation for classes, for a pass without good reason, due to non-working of the missed classes;
- a warning - according to the results of the decision of the college administration, for the lack of certification in three or more subjects, the presence of absenteeism without a good reason, for bad behavior and violation of college discipline;
- reprimand - for the lack of classes, practice 18-20 hours during the semester, for disobedience and violation of discipline in college;
- severe reprimand - for lack of classes for 30-40 hours per semester, failure to perform preliminary certification in 5 or more subjects, for intermediate certification for at least two disciplines, for permanent violation of discipline in college;
- expulsion from college can be applied as an extreme measure of punishment for systematic absences of studies without a valid reason during the semester; for academic indebtedness following the session and current knowledge registration in more than two disciplines; for the emergence of training sessions in a state of alcoholic and drug intoxication; for gross violation of the Charter, the Internal Regulations and other provisions, if disciplinary measures were previously applied to the student.
Disciplinary action is announced in the order and reported to the student under the painting and is valid for a year. The incentive measures during the course of the disciplinary action are not applied.
Teachers, group leaders, and the administration have the right to make oral remarks or call parents for violation of academic discipline.
For gross and (or) repeated violation of the academic discipline, the Charter, the Internal Regulations of the College, disciplinary penalties are imposed by order of the director.
Before applying a disciplinary measure, a written explanation must be requested from the student. In case of refusal to give explanations, an appropriate act is drawn up.
When a disciplinary sanction is applied, the gravity of the offense committed, the circumstances in which he was committed, the previous studies and the behavior of the student are taken into account.
- VIOLATIONS OF THE SCHOOL DISCIPLINE ARE:
5.1 being late for classes;
5.2 violation of corporate ethics in relation to each other and to teachers, obvious manifestations of disrespect for the educational institution and its traditions;
5.3 use of mobile phones and communication devices in the classroom;
5.4 absences without good reason;
5.5 smoking in the college and on its territory;
5.6 appearance in college under the influence of alcohol, drugs or toxic intoxication,
5.7 appearance in college with narcotic, toxic or alcoholic substances;
5.8 damage or loss of property of ASCST and personal property of students, teachers, employees;
5.9 physical and moral abuse of students, teachers, employees;
5.10 foul language, immoral and offensive gestures;
5.11 intolerance to the norms and rules of educational and extracurricular activities;
5.12 non-observance of cleanliness and sanitary standards in the premises and adjacent areas;
5.13 desecration of premises and (or) the territory of the college;
5.14 gambling, both within and outside the college;
5.15 being in the college premises in the top, sportswear, violation of business style clothing.
5.16 chewing gum in class;
5.17 video filming inside the college, on the territory of the college and the territory adjacent to the college and posting this information and negative information about the college to the Internet resources and other mass media without the permission of the college administration.
- TRAINING ORDER
6.1. Lessons are held according to the schedule approved by the director in accordance with the working curricula and programs.
6.2. College classes are held in two shifts.
6.3. Duration of lessons is 90 minutes.
6.4. After the start of classes in all training and adjacent areas, the silence and order necessary for the normal course of training should be provided. It is unacceptable to interrupt studies, to call teachers and students from the classrooms and (or) sports grounds, library, assembly hall.
6.5. Students are required to arrive at classes no later than 10 minutes before the start of the lesson.
6.6. For practical classes in classrooms, training workshops and classrooms, teachers (laboratory assistants) prepare the necessary teaching materials and equipment.
6.7. In each group, on the recommendation of the group leader, taking into account the general opinion of the group's team, for the academic year, the head of the group is appointed from among the most respected, successful and disciplined students.
The head of the group works under the guidance of the team leader.
The duties of the group head include:
- all time keeping in touch with the team leader (curator) and the training unit on educational and extracurricular activities;
- assisting teachers in maintaining discipline in the group;
- control student attendance of classes and extracurricular activities;
- assisting teachers in ensuring the safety of training equipment and equipment in classrooms during classes, including breaks;
- Notification of students about all changes in the educational process relating to the group;
- appointment of queue attendants and monitoring the performance of their duties;
- contact the college administration on all unclear and controversial issues concerning the group;
- report to the teacher about all the problems in the classroom;
- hold group meetings.
