Kazakhstan-2050 Strategy»

In December 2012, in the Address of the Head of State to the people of the country, the Development Strategy of the Republic of Kazakhstan until 2050 was presented. Its main goal is to create a welfare society based on a strong state, a developed economy and opportunities for universal labor, and to make Kazakhstan one of the thirty most developed countries in the world.

To achieve this goal, the "Kazakhstan-2050 "Strategy provides for the implementation of seven long-term priorities:

1. New Deal economic policy – comprehensive economic pragmatism based on the principles of profitability, return on investment and competitiveness.

2. Comprehensive support for entrepreneurship – the leading force of the national economy.

3. New principles of social policy – social guarantees and personal responsibility.

4. Knowledge and professional skills are the key reference points of the modern system of education, training and retraining of personnel.

5. Further strengthening of statehood and development of Kazakhstan's democracy.

6. Consistent and predictable foreign policy-promoting national interests and strengthening regional and global security.

7. The new Kazakhstan patriotism is the basis for the success of our multinational and multi-confessional society.

State program of infrastructure development "Nurly Zhol" for 2015-2019

The Nurly Zhol program was approved by the Decree of the President of the Republic of Kazakhstan No. 1030 dated April 6, 2015.

The goal is to form a single economic market by integrating the country's macro-regions on the basis of building an effective infrastructure on the hub principle to ensure long-term economic growth in Kazakhstan, as well as implementing anti-crisis measures to support certain sectors of the economy in the face of deteriorating conditions in foreign markets.

The key objectives of the program are:

creating an effective transport and logistics infrastructure on the "beam" principle;
development of industrial infrastructure and tourist infrastructure;
strengthening the energy infrastructure within the Unified Electric Power System;
modernization (reconstruction and construction) of the infrastructure of housing and communal services and heat, water supply and sanitation systems;
improving housing affordability for citizens;
development of educational infrastructure;
improving the competitiveness of business entities;
support of domestic engineering industry;
export support;
improving the competitiveness of agribusiness entities;
providing infrastructure for Business Roadmap 2020 projects;
ensuring product quality safety through the development of laboratory bases;
ensuring the study of the territory of Kazakhstan with the assessment of forecast resources
During the implementation period of the program, it is planned to achieve the following target indicators::

in 2019, ensuring GDP growth of 15.7% by 2014;
in 2015 - 2019, the creation of jobs for 395.5 thousand people, including:
permanent - 86.9 thousand people.;

temporary - 308.6 thousand people.

in 2019, the WEF rating on the quality of basic infrastructure will be upgraded to 57th place

Strategic Development Plan of the Republic of Kazakhstan until 2025

The Strategic Development Plan of the Republic of Kazakhstan until 2025 was approved by the Decree of the President of the Republic of Kazakhstan No. 636 dated February 15, 2018.

The Strategic Development Plan of the Republic of Kazakhstan until 2025 is a document of the state planning system for the medium term and was developed in the implementation of the long-term Development Strategy of Kazakhstan until 2050.

The Strategic Plan until 2025 launches the processes of the Third Modernization of the country, announced by the Head of State in early 2017, and sets goals for accelerated high-quality economic growth and improving the standard of living in the country.

The Strategic Plan until 2025 replaces the Strategic Development Plan of the Republic of Kazakhstan until 2020, which leveled the consequences of the global financial crisis and accelerated the transition to diversified sustainable economic growth. The main tasks and target indicators of the Strategic Plan until 2020 have been fulfilled, and the remaining ones are being implemented through state programs and plans.

The main goal until 2025 is to achieve a high-quality and sustainable economic recovery, leading to an increase in the well-being of people at the level of the countries of the Organization for Economic Cooperation and Development.

High-quality economic growth should be based on increasing the competitiveness of business and human capital, technological modernization, improving the institutional environment, as well as minimizing the negative impact of man on nature. At the same time, the UN Sustainable Development Goals will be an important reference point.

The Strategic Plan until 2025 is built around seven major systemic reforms and seven priority policies that will be implemented in the country's economy and social life in the period up to 2025. To measure the country's progress towards becoming one of the top 30 developed countries in the world, key national indicators and international indices have been identified.

State Program of Industrial and Innovative Development

The State Program of industrial and innovative development of the Republic of Kazakhstan was approved by the Decree of the President of the Republic of Kazakhstan No. 874 of August 1, 2014.

The purpose of the program is to promote diversification and increase the competitiveness of the manufacturing industry.

The key objectives of the program are:

advanced development of the manufacturing industry;
improving efficiency and increasing value added in priority sectors;
expanding markets for the sale of non-primary goods;
increase in productive employment;
giving a new level of technologicality to the priority sectors of the manufacturing industry and creating a basis for the development of the
sectors of the future through the formation of innovative clusters;
promotion of entrepreneurship and development of small and medium-sized businesses in the manufacturing industry
As a result of the implementation of the State Program of Industrial and Innovative Development, Kazakhstan should achieve the following economic indicators by 2019:

43 % increase in manufacturing output in real terms;
the growth of gross value added in the manufacturing industry by at least 1.4 times in real terms;
labor productivity growth in the manufacturing industry by 1.4 times in real terms;
the growth of the value volume of non-primary (processed) exports by at least 1.1 times;
reducing the energy intensity of the manufacturing industry by at least 15 %;
employment growth in the manufacturing industry by 29.2 thousand people

State Program for the Development of Education of the Republic of Kazakhstan

The State Program of Education Development of the Republic of Kazakhstan for 2011-2020 was adopted by the Decree of the President of the Republic of Kazakhstan No. 1118 of December 7, 2010

(amended by Decree of the President of the Republic of Kazakhstan dated 02.11.2012 No. 423; integrated program "Balapan" for 2010-2020 to provide children with preschool education and training by Decree of the President of the Republic of Kazakhstan dated 12.08.2014 No. 893).

The goal is to increase the competitiveness of education, the development of human capital by ensuring the availability of high-quality education for sustainable economic growth

As a result of the implementation of the State Program for the Development of Education, Kazakhstan should achieve the following key indicators::

increase in the share of highly qualified teaching staff with the highest and first categories of the total number of teachers by 2015-49%, by 2020-54%;
increase in the coverage of preschool education and training of children aged 3 to 6 years, by 2015 - 77.7%, by 2020-100%;
increase in the share of TVET graduates who have passed the assessment of the level of professional readiness and qualification assignment from the first time, out of the total number of participants, by 2015-75%, 2020-80%;
increase in the share of university graduates who were trained under the state order, employed in the specialty in the first year after graduation, by 2015 - 78%, by 2020-80%;
increase in the number of universities in Kazakhstan, marked in the ranking of the best world universities, by 2015-1, 2020-2;
increase in the share of universities that have passed independent national institutional accreditation according to international standards by 2015-50%, 2020-65%;
an increase in the share of young people who take an active part in the implementation of measures in the field of youth policy and patriotic education from the total number of young people by 2015 - 31%, 2020 - 55%.

State program "Digital Kazakhstan»

The Digital Kazakhstan program was approved by the Decree of the Government of the Republic of Kazakhstan No. 827 dated December 12, 2017.

The purpose of the Program is to accelerate the pace of development of the economy of the republic and improve the quality of life of the population through the use of digital technologies in the medium term, as well as to create conditions for the transition of the economy of Kazakhstan to a fundamentally new development trajectory, ensuring the creation of the digital economy of the future in the long term.

Labor productivity growth in the section "Mining and quarrying" in 2022 - 38.9%.
Labor productivity growth in the section "Transport and warehousing" in 2022 - 21.2%.
Labor productivity growth in the section "Agriculture, forestry and fisheries" in 2022 - 45.1%.
Labor productivity growth in the "Manufacturing Industry" section in 2022 - 49.8%.
The share of e-commerce in the total volume of retail trade in 2022 is 2.6%.
The growth of created jobs due to digitalization in 2022 is 300 thousand people.
The share of public services received in electronic form from the total volume of public services in 2022 is 80%.
The share of Internet users in 2022 is 82%.
The level of digital literacy of the population in 2022 is 83%.
Improvement in the WEF GIC rating on the "Ability to Innovate" indicator in 2022 - 63rd place.
The volume of attracted investments in startups in 2022 is 67 billion tenge.

State Program for the development and functioning of languages in the Republic of Kazakhstan

The State Program for the Development and Functioning of Languages in the Republic of Kazakhstan for 2011-2020 was adopted by Decree of the President of the Republic of Kazakhstan No. 110 of June 29, 2011.

The goal of the Program is a harmonious language policy that ensures the full-scale functioning of the state language as the most important factor in strengthening national unity while preserving the languages of all ethnic groups living in Kazakhstan.

The key objectives of the program are:

improvement and standardization of the methodology of teaching the state language;
development of the state language teaching infrastructure;
stimulating the process of teaching the state language;
increasing the prestige of using the state language;
increasing the demand for the state language;
improvement and systematization of the lexical fund of the Kazakh language;
improving language culture;
functioning of the Russian language in the communicative and linguistic space;
preservation of linguistic diversity in Kazakhstan;
learn English and other foreign languages.
As a result of the implementation of the State Program for the Development and Functioning of Languages, Kazakhstan should achieve the following key indicators::

the increase in the share of the adult population who speak the state language according to the results of putting "KazTest": by 2014 to 20% by 2017 and 80% by 2020 – up to 95%;
the increase in the proportion of high school graduates who speak the state language at the level of B1 in 2017 to 70% in 2020 – up to 100%;
increase in the share of Kazakh-language content in the state media by 2014 - up to 53%, by 2017-up to 60%, by 2020-up to 70%;
increasing the degree of public satisfaction with the work of onomastic commissions in terms of compliance with the principles of transparency and public access to the discussion of the decision-making process in 2014 to 60% in 2017 to 75% in 2020 – up to 90%;
the increase in the proportion of arranged terminological Fund of the Kazakh language in 2014 to 20% in 2017 to 60% in 2020 – up to 100%;
increase in the share of the adult population of the republic who speaks Russian by 2020 - up to 90%;
the increase in the share of ethnic groups who benefited from the teaching of the native language in national-cultural associations in 2014 to 60% in 2017 to 80% in 2020 – up to 90%;
the increase in the share of population speaking English in 2014 to 10% in 2017 to 15% in 2020 – up to 20%;
the increase in the share of the population who speak three languages (state, Russian and English) by 2014-up to 10%, by 2017-up to 12%, by 2020 - up to 15%.
All the activities provided for in this Program are based on the priority of the development of the state language as the most important factor in strengthening national unity and are aimed at fully satisfying the spiritual, cultural and linguistic needs of the citizens of Kazakhstan.

The State program of Healthcare development of the Republic of Kazakhstan "Densaulyk" for 2016-2019 was adopted by the Decree of the President of the Republic of Kazakhstan No. 176 dated January 15, 2016.

The goal of the Program is to strengthen the health of the population to ensure sustainable socio-economic development of the country

The objectives of the program are:

Development of the public health system; improvement of disease prevention and management;

improving the efficiency of health system management and financing;

improving resource efficiency and improving the industry's infrastructure.
